{"id":451,"date":"2019-10-27T08:21:41","date_gmt":"2019-10-27T12:21:41","guid":{"rendered":"https:\/\/campus.collegeforcreativestudies.edu\/student-handbook\/protecting-students-abroad\/"},"modified":"2022-09-16T13:31:14","modified_gmt":"2022-09-16T17:31:14","slug":"protecting-students-abroad","status":"publish","type":"post","link":"https:\/\/campus.collegeforcreativestudies.edu\/student-handbook\/protecting-students-abroad\/","title":{"rendered":"Protecting Students Abroad"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>Purpose and Scope<\/strong><\/h2>\n\n\n\n<p>The purpose of this policy is to promote the\nhealth, wellness, safety and security of CCS students who participate in CCS\nStudy Abroad Programs.&nbsp; The College requires all CCS administrators, faculty,\nstaff, and volunteers working with CCS students in College Sponsored Study\nAbroad Programs or affiliated Study Abroad Programs (in a CCS contractual\nrelationship) to comply with this policy.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Definitions<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Authorized Program Staff<\/strong>: Individuals, paid or unpaid, who interact with, supervise, or otherwise oversee CCS Students in program activities. This includes but is not limited to faculty, staff, volunteers, graduate and undergraduate students, and independent contractors\/consultants. The Authorized Program Staff\u2019s roles may include positions as, leaders, instructors, guides, etc. &nbsp;For the purposes of this policy the term \u201cProgram Staff\u201d is also assigned this definition. This definition does not include temporary guest speakers, presenters, or other individuals who have no direct contact with Program participants other than short-term activities supervised by Program Staff.<\/li><li><strong>College Facilities<\/strong>: Facilities owned by or under the control of the College including housing and Program space. CCS Property is extended to include any buildings or sites in foreign countries which are used for the purpose of hosting a CCS faculty led and\/or CCS affiliated study abroad program. Examples of such property include, studios, housing, and instructional sites. <\/li><li><strong>College Sponsored Programs<\/strong>: Programs that are directly managed by College faculty, staff, and Sponsored Student Organizations on behalf of the College.<\/li><li><strong>Direct Contact<\/strong>: Providing care, supervision, guidance or control of CCS Students or having routine interaction with CCS Students.<\/li><li><strong>Non-College Sponsored Programs<\/strong>: Programs that are not operated on behalf of the College or under the College\u2019s control.<\/li><li><strong>One-on-One Contact<\/strong>: Personal interaction between any Authorized Program Staff and a participant without at least one other Authorized Program Staff, being present.<\/li><li><strong>Program:<\/strong> Programs or activities offered by various academic or administrative units of the College, or by non-College groups affiliated with the College where CCS students are involved. This includes, CCS faulty Led Study Abroad Programs, or Faculty led trips which employ external agencies to administer their programs. &nbsp;This does not include out-side programs that may enroll CCS students. <\/li><li><strong>Program Manager<\/strong>: The person(s) who has primary and direct operational responsibility for managing a Program.<\/li><li><strong>ISSO<\/strong>: The International Student Services Office at CCS<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Criminal Background Check <\/strong><strong>Requirement<\/strong>: <\/h2>\n\n\n\n<p>All individuals involved with a CCS faculty\nLed Student Abroad Program whom will have direct contact with CCS students are\nsubject to submit a criminal background check and may be asked to comply with\nthis requirement. The following types of convictions will render an individual\nineligible to work or volunteer for the College\u2019s Study Abroad Programs:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Drug distribution activity or felony drug possession<\/li><li>Sexual offenses<\/li><li>Crimes of violence involving physical injury to another person<\/li><li>Child abuse, molestation or other crimes involving child endangerment<\/li><li>Murder<\/li><li>Kidnapping<\/li><li>Any other crime involving moral turpitude<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Operational\nRequirements<\/strong><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The Study Abroad Authorized Program Staff Responsibilities:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Serve as a resource and emergency contact to the group.<\/li><li>Remain with the group for the duration of the trip.<\/li><li>Be the point of contact between the group participants, and College officials as needed.<\/li><li>Be familiar with all College rules and regulations that both individuals, and groups must adhere to including:<ul><li><a href=\"https:\/\/campus.collegeforcreativestudies.edu\/policy\/code-of-student-conduct\/\" data-type=\"URL\" data-id=\"https:\/\/campus.collegeforcreativestudies.edu\/policy\/code-of-student-conduct\/\">Student Code of Conduct<\/a><\/li><li><a href=\"https:\/\/campus.collegeforcreativestudies.edu\/policy\/alcohol-and-other-drug-policy-for-students-faculty-and-staff\/\" data-type=\"URL\" data-id=\"https:\/\/campus.collegeforcreativestudies.edu\/policy\/alcohol-and-other-drug-policy-for-students-faculty-and-staff\/\">CCS Drug and Alcohol Policy<\/a><\/li><li><a href=\"https:\/\/campus.collegeforcreativestudies.edu\/policy\/prohibited-discrimination-harassment-sexual-misconduct\/\" data-type=\"URL\" data-id=\"https:\/\/campus.collegeforcreativestudies.edu\/policy\/prohibited-discrimination-harassment-sexual-misconduct\/\">CCS Policy on Sexual Misconduct (Title IX)<\/a><\/li><li><a href=\"https:\/\/campus.collegeforcreativestudies.edu\/policy\/international-travel\/\" data-type=\"URL\" data-id=\"https:\/\/campus.collegeforcreativestudies.edu\/policy\/international-travel\/\">CCS International Travel Policy<\/a> <\/li><\/ul><\/li><li>Be prepared to respond to emergency and crisis protocol to ensure a safe environment and experience to all students.<\/li><li>Be prepared to adhere to all reporting requirements in regards to crime, behavioral, and sexual assault\/violence. <\/li><li>Review program itineraries prior to the trip and discuss any concerns with the organization.<\/li><li>Ensure all participants are enrolled in the <strong>CCS  Travel Registry<\/strong> prior to travel <\/li><li>Promote, and ensure compliance with mandatory enrollment of all participants in <strong>Emergency Travel and Medical Insurance <\/strong>and mandatory natural or political crisis <strong>Evacuation Insurance <\/strong>according to the International Travel Policy.<\/li><li>Collect the following information from all      participants prior to the trip is scheduled to begin:<ul><li>Passport information page copy<\/li><\/ul><ul><li>Emergency contact form<\/li><\/ul><ul><li>Health insurance and Health information form<\/li><\/ul><ul><li>Assumption of Risk Release Form <\/li><\/ul><\/li><li>Make sure a final list of participants, and above mentioned information is sent to the department of International Student Services (ISSO) to be loaded into a mutually accessible database. Program Staff should also carry this      information with them on the trip as both hard, and digital copies. <\/li><li>Ensure all participants are aware of travel details and trip itinerary in the form of a program handbook. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Program\nHandbook:<\/strong><\/h2>\n\n\n\n<p>The office\/department leading a Study\nAbroad program must develop and distribute a program handbook to participants.\nThe International Student Services Office, can provide a general template and\nshould be consulted in the content prior to distribution to students.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>&nbsp;The Program Handbook must include the\nfollowing information:<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Emergency Procedures: Procedures for notifying the college and the student\u2019s emergency contact, in case of emergency, including medical or behavioral situations.<\/li><li>Student Emergency Contact: Information on the student\u2019s emergency contact on how to reach them during the program.<\/li><li>Student Health Form: Information on the student\u2019s health insurance, proof of travel insurance and specific health concerns that the program leadership should be aware of.<\/li><li>How to prepare for healthy travel- travel health clinic information and CCS Wellness Center contact information <\/li><li>Program Contact Information: Information for the student to share with their personal contacts on how to reach the Program leadership and CCS leadership while abroad. <\/li><li>Program itinerary: This should include the exact location of the participants with corresponding dates, and address. Include information regarding \u201cfree\u201d days in which students will travel on their own.<\/li><li>Program rules: Including the CCS student code of conduct and specific cultural expectations, for participants in the program, including the fact that participants must abide by all College regulations and may be removed from the program for violation of such rules. <\/li><li>The Assumption of Risk Form: A basic contract signed by students that reviews the risks, and responsibilities involved with Study Abroad.<\/li><li>A description of the process to be followed if a participant, group leader, or other individual associated with the study abroad program is alleged to have violated College policies or conduct rules of the program, including the process for dismissal and removal from the program.<\/li><li>Title IX policy and reporting requirements:&nbsp; For review by participants, and to reinforce acknowledgement of study abroad program compliance with this policy.<\/li><li>A country profile outlining regionally specific risks, and cultural information to be noted for US travelers<\/li><li>Local US embassy contact information <\/li><li>How to register for the SMART traveler program with the US State Department <\/li><li>Travel Visa requirements for destination <\/li><li>Requirement to enroll in the CCS Travel Registry <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Program\nLeadership Pre-Departure session: <\/strong><\/h2>\n\n\n\n<p>Study Abroad program leadership are required to meet with the International Student Services Office prior to departure to review the following procedures:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>International\nTravel Policy <\/li><li>Protecting\nStudents Participating in College Programs or Activities<\/li><\/ol>\n\n\n\n<p>An understanding\nagreement will be signed following the meeting and will kept on file with the\ncollege. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Student Pre-Departure session:<\/strong><\/h2>\n\n\n\n<p>It is encouraged to\nhold an in person group meeting prior to departure with the students and\nleadership to review the handbook information and collect required forms. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conduct Rules for Program Leadership:<\/strong><\/h2>\n\n\n\n<p>Program Staff\nshould be positive role models and behave in a responsible manner that is consistent\nwith the mission of the College and adhere to the policies in the CCS Staff\nHandbook. <\/p>\n\n\n\n<p>Program Staff are\nrequired to comply with all applicable laws and College policy. Program Staff\nworking in Study Abroad Programs covered by this policy must follow these\nexpectations to avoid conduct that could cause harm or be misinterpreted:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Do not engage in any sexual activity, make sexual comments, tell sexual jokes, or share sexually explicit material with CCS Students or assist in any way to provide access to such materials. <\/li><li>Do not engage or allow CCS Students to engage you in romantic or sexual conversations, or related matters.<\/li><li>Do not touch a CCS Students in a manner that a reasonable person could interpret as inappropriate. Touching should generally only be in the open and in response to the Student\u2019s needs, for a purpose that is consistent with the      Program\u2019s mission and culture, or for a clear educational, developmental, or health related purpose (i.e., treatment of an injury). Any resistance from the student should be respected.<\/li><li>Do not use profanity, vulgarity, or harassing language.<\/li><li>Do not be alone with a single student. If One-on-One interaction is required, meet in open, well illuminated spaces or rooms with windows observable by other Program Staff. <\/li><li>Do not meet with students outside of established times for Program activities. If this is required, please include more than one Program Staff.<\/li><li>Do not invite students to your home or other private locations.<\/li><li>Do not provide gifts to students or their families independent of items provided by the Program.<\/li><li>Communication with students must be educational or programmatic in purpose and the content of the communication must be consistent with the mission of the      Program and the College.<\/li><li>Do not engage in any abusive conduct of any kind toward, or in the presence of, a student including but not limited to verbal abuse, striking, hitting, punching, poking, spanking, or restraining. If restraint is necessary to protect a student or other student from harm, all incidents must be      documented and disclosed to the College Administration. <\/li><li>Do not use, possess or be under the influence of alcohol or illegal drugs while responsible for a student\u2019s welfare.<\/li><li>Do not provide alcohol or illegal drugs to any students at any time during the study abroad program. <\/li><li>Do not provide medication to a student <\/li><li>Do not possess any type of weapon or explosive device.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Drug and Alcohol Policy:<\/strong><\/h2>\n\n\n\n<p>All members of\nthe CCS community also are governed by laws, regulations, and ordinances\nestablished by the state and local municipalities and will be held accountable\nby law enforcement representatives of those entities for any illegal activity.\nIt is the responsibility of all campus members to be aware of these laws. This\nincludes international laws in host countries in which our staff, and student\nare traveling on College Sponsored Programs<strong>.\n<\/strong><strong>Faculty cannot provide alcohol to CCS\nstudents, regardless of the legal drinking age of the country in which the\nStudy Abroad Program is situated. While abroad please work within\nthe local law enforcement agencies, and report incidents to the college\nadministration immediately.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Title IX Reporting: &nbsp;<\/strong><\/h3>\n\n\n\n<p>The Title IX\nreporting responsibilities of CCS Study Abroad Leadership apply while abroad.\nAll College community members are strongly encouraged to report incidents of\nsexual misconduct to the Title IX Coordinator or any of the reporting resources\nlisted below, by phone, email, or in person. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Behavior violations resulting program\nexpulsion for students: <\/strong><\/h2>\n\n\n\n<p>In the event of an incident\/infraction where there is an allegation of a violation of the laws, regulations, and customs of the host country, community, institution or program or a violation of the CCS College Code of Conduct, <strong>but does not cause immediate<\/strong> <strong>danger to others<\/strong>, the following procedures will apply:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Student Behavioral Procedure:<\/strong><\/h3>\n\n\n\n<p>1. <strong>VERBAL NOTIFICATION<\/strong>: The faculty member-in-residence or program\nassistant representing the Office of Academic Affairs (referred to as the\n\u201cleader or mentor\u201d) will investigate the alleged violation using the resources\navailable to him or her. They will have a frank discussion with the student of\nexpectations and consequences, giving the student an opportunity to respond in\nperson and present any witnesses or ask questions of witnesses, if any, that\nthe complainant has identified. <\/p>\n\n\n\n<p>2. <strong>WRITTEN NOTIFICATION<\/strong>: The student will receive a written\nnotification of the expectations and consequences. This is the final warning\nand any continuation of the undesirable behavior will result in immediate\ndismissal with no refund academic credit and grade will be awarded according to\ncollege policy.<\/p>\n\n\n\n<p>3. <strong>DISMISSAL<\/strong>: If, after the facts have been examined and after\ndiscussion and authorization from the Office of Academic Affairs, it has been\ndecided to dismiss the student from the program, the student receives written\nnotification of the decision. &nbsp;The\nstudent is responsible with all costs incurred due to program dismissal.&nbsp; Upon return to the campus a decision\nregarding the need for further action will be made. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Behavior violations resulting program\nexpulsion for Staff: <\/strong><\/h3>\n\n\n\n<p>Violations\nof Staff conduct prior to or during travel will result in immediate removal\nfrom the study abroad program and replacement of role by an alternate staff\nmember or potential cancellation of program. The CCS staff handbook, and\nconduct rules listed in this document policies apply while abroad on a CCS\nProgram.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Emergencies Abroad:<\/strong><\/h2>\n\n\n\n<p>The College has the right to make\ncancellations, substitutions or changes in case of emergency or changed conditions\nin the destination country or region. In the case of serious emergency\nsituations, the Program Leadership is responsible for taking immediate care of\nparticipants, and notifying the college. The college will utilize its internal Emergency\nProcedures, and Crisis Management Team as they apply to study abroad, notify\nall emergency contacts of students and staff, the US Embassy, and other\norganizations that may aid in securing the safety of our program participants. Students\nand Program Leadership should take care to ensure their immediate needs and\nsafety and then contact College immediately. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Lost Passports:<\/strong><\/h2>\n\n\n\n<p>You will have to replace the passport before returning to the United States. Contact the nearest <a rel=\"noreferrer noopener\" href=\"http:\/\/www.usembassy.gov\/\" target=\"_blank\">U.S. embassy or consulate<\/a> for assistance. Ask to speak to the Consular Section to report your passport lost or stolen. If you have been the <a href=\"https:\/\/travel.state.gov\/content\/travel\/en\/international-travel\/emergencies\/crime.html\" target=\"_blank\" rel=\"noreferrer noopener\">victim of a serious crime<\/a>, be sure to tell a consular officer about it as soon as possible so they can provide appropriate assistance. If you are scheduled to leave the foreign country shortly, please provide our consular staff with the details of your travel. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Missing student Policy: <\/strong><\/h2>\n\n\n\n<p>If a student becomes\ndetached from the program group or simply disappears for more than 24 hours,\nthe Program Leadership is required to notify the College Administration. Program\nleadership must notify the International Student Services Office, who will\nnotify Campus Safety, and the Office of Student Affairs immediately. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&nbsp;The following\ninformation will be collected:<\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Contact Information and relationship to the missing student.<\/li><li>Name and vital information about the student reported to be out of contact.<\/li><li>The date, time, and location the missing student was last seen.<\/li><li>The general routine or habits of the suspected missing person including any recent changes in behavior or demeanor.<\/li><li>The missing student\u2019s cell phone number.<\/li><\/ul>\n\n\n\n<p>Once\na report has been made that a student is missing, Campus Safety and the Office\nof Student Affairs will work together to investigate the situation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Notifications:\n<\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>CCS leadership will notify the local US\nEmbassy.<\/li><li>CCS leadership will notify the student\u2019s\nemergency contact. <\/li><li>No social media outlets should be utilized to\ncommunicate.<\/li><li>Program Leaders are encouraged to manage the\nstudent group appropriately to ensure that communications to media outlets,\nsocial media, and outside sources are restricted.<\/li><li>CCS leadership will communicate to all media\nand outside sources. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Mandatory Emergency Insurance: <\/strong><\/h2>\n\n\n\n<p>Students and staff are required to purchase\nemergency medical and travel insurance that covers the duration of their trip.\nThe insurance policy should include repatriation and evacuation coverage in\ncases if health emergencies, or death. The emergency insurance policy should\nalso cover travel costs for family members in cases where the participants\ncannot leave the country in cases of hospitalization. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Evacuation\nInsurance <\/strong><\/h2>\n\n\n\n<p>In addition to international health insurance\nfor employees and students who travel abroad, we also require evacuation\ninsurance due to natural disasters or political unrest. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>SMART traveler enrollment: <\/strong><\/h2>\n\n\n\n<p><a href=\"https:\/\/step.state.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/step.state.gov\/<\/a><\/p>\n\n\n\n<p>CCS encourages students to enroll in the SMART\nprogram prior to college sponsored trips abroad.
